Transition Plan for Alternative Fuel Vehicles

Overview

In September 2022, New York State’s Executive Order 22 directed the Department of Transportation (NYSDOT) to decarbonize and transition its light-duty emergency support and medium-heavy duty fleets by 2035 and 2040, respectively. As such, this project is assessing NYSDOT’s current transportation-related assets and use, documenting vehicle transition best practices, and developing an alternative fuel vehicle transition plan.

Research Objectives

To meet the goals of EO22, the research team is completing the following tasks:

  • Develop an asset and use inventory of existing agency vehicles, fueling, and building infrastructure. 
  • Evaluate vehicle market availability; assess current and future regulations that will impact the fleet.
  • Identify transition best practices; research and assemble current and future vehicle market and procurement availability.
  • Provide recommendations for vehicle transitions and associated infrastructure upgrades.
  • Evaluate the viability of  vehicle type/size charging capacity considering route length, traffic, weather, and topography.
  • Analyze power grid capacity to support the transition.
  • Suggest implementation and phasing. 
  • Provide a cost benefit analysis and identify the financial impacts of any decisions or procurements.
  • Develop performance metrics such as carbon footprint reductions, public health benefits, etc.
  • Identify opportunities for shared services or regional partnerships.
  • Assist NYSDOT with the implementation of plan recommendations based on pilot project results.
