The primary mission of the Bridge Resource Program (BRP) is to provide ongoing engineering evaluation and research support to the New Jersey Department of Transportation’s (NJDOT) Division of Bridge Engineering and Infrastructure Management. The major Goals of BRP are to:
- Preserve the state’s Bridge and Structural Assets,
- Optimize the overall condition of the state’s assets within available funding limits, and
- Assist in developing the policy and standard based on new technologies to ensure structures safety and preserve NJDOT’s structures.
The NJDOT is attempting to develop a scientific method to evaluate the Department’s annual program for bridge and structural asset maintenance, rehabilitation, and replacement. MAP-21 legislation has essentially mandated the actions outlined, providing increased urgency as well as additional requirements on how to complete the efforts. In addition, the BRP seeks to develop a bridge preservation strategy to maintain its assets and structures in the most cost-effective manner.
Led by researchers at Rutgers’ Infrastructure Monitoring and Evaluation Group, C2SMART has been working in partnership with NJDOT since 2014, has worked on this program through the implementation of weigh-in-motion (WIM) sensors and issues of autonomous enforcement.
The primary objective of the BRP is to provide a bridge preservation framework to the NJDOT’s Division of Bridge Engineering and Infrastructure Management and to maintain the state bridge assets in the most cost-efficient manner that meets the federal mandates of MAP-21 and FAST Act.
The objectives of the C2SMART multi-year projects are to implement an advanced weigh-in-motion (WIM) system with high accuracy sensors for autonomous enforcement purpose, to develop the infrastructure damage cost due to overweight trucks, and to present an overweight enforcement policy minimizing the damage while maximizing the resiliency of infrastructure systems.
